The Numbers Behind a Silent Crisis

Nationally, 57 percent of unhoused women say domestic violence was the direct cause of losing their housing. In Los Angeles specifically, almost 40 percent of homeless women report experiencing abuse within just the past 12 months. With more than 20,600 women unhoused across LA County, that means thousands of women are living on the street or in a car right now because the alternative, staying, was even more dangerous.

Yet LA County has only around 1,000 emergency and transitional shelter beds set aside for domestic violence survivors. When every bed is full, a woman calling a hotline in crisis can be told there is simply nowhere for her to go that night. Survivor and advocate Nikki Brown described it this way: “It’s the greatest secret that’s super common and nobody wants to admit it.”

Why Leaving Is So Much Harder Than It Sounds

Abusers often work deliberately to cut survivors off from friends, family, and coworkers long before any violence becomes visible to outsiders. By the time a survivor is ready to leave, she may have no one nearby to call, no access to shared bank accounts, and no work history recent enough to qualify for an apartment on her own. Many shelters also have strict eligibility rules, sometimes technically requiring a person to already be homeless before they can be admitted, which creates an impossible catch-22 for someone trying to leave before they end up on the street.

That combination, isolation, financial control, and a shelter system stretched past capacity, is exactly why domestic violence has become the leading cause of homelessness for women in Los Angeles.

Thousands of LA Families Have Been Living in a Single Motel Room for Months. Nobody Calls Them Homeless.

Erika raises two children in a converted motel room near Koreatown. Jessica bounced between hotels with her kids after escaping domestic abuse, juggling a job and school pickup from a room with no kitchen. Neither family ever slept on a sidewalk. Both are part of one of the least visible groups inside LA’s housing crisis: families living in motels because it is the only roof they can still afford, one week at a time.

The Youngest Faces of a Housing Crisis

An estimated 74,000 infants and toddlers in California experienced homelessness in the most recent year studied, a 15 percent jump from the year before, according to a report covered by EdSource drawing on data from SchoolHouse Connection and Poverty Solutions at the University of Michigan. Most of them were never counted at a bus stop or under a freeway. They were in a motel, a relative’s living room, or a car, places that fall outside how most people picture homelessness.

Families living in motels are feeling the squeeze from every direction. As of December 2025, three in four California families with young children said they could not cover at least one basic need, according to Stanford Center on Early Childhood’s RAPID survey, reported by KQED. For families already stretched that thin, one missed paycheck can be the difference between an apartment and a week-to-week motel room. Only about 14 percent of these young children are enrolled in any early childhood program, which means many are missing out on structure and support during the years their brains are developing the fastest.

Why a Motel Room Is Not a Fix

Motels can feel like a solution in an emergency. There is a door that locks and a bed for the night. But there is usually no kitchen, which means every meal is fast food or a hot plate balanced on a dresser. There is no lease, which means a family can be asked to leave with almost no notice if the money runs out for even one night. And there is no address a school will always recognize the same way, which makes it harder for kids to stay enrolled in the same classroom two years in a row.

In June 2026, HUD suspended federal grant funding to the LA Homeless Services Authority over fraud allegations, adding even more uncertainty for families who were counting on rental assistance to finally move out of a motel and into a real lease. A federal judge later granted a preliminary injunction restoring the funding for the current cycle while the litigation continues, but the disruption left programs that were supposed to be a bridge with a much shorter bridge to offer in the meantime.

What Actually Gets a Family From a Motel to a Home

The families who make it out of motel living fastest are almost always connected to a case manager who handles the housing search directly, rather than searching alone with no rental history and a motel address on their application. Organizations like LA Family Housing and Homes4Families specialize in exactly this kind of hands-on move from temporary rooms into stable leases.

There is a version of homelessness that never makes it into the stereotypes. It looks like a work badge clipped to a shirt, a punch-in time of 6am, and a car in a church parking lot where that same person sleeps at night because rent finally outran the paycheck. Being working but homeless in Los Angeles is far more common than most people realize, and the data behind it should change how this whole city talks about who ends up on the street.

The Study That Broke the Stereotype

A California Policy Lab study out of UCLA looked at years of records for people entering LA County’s homeless services system and found that 74 percent of working-age adults had some work history in California before they ever enrolled, and 37 percent had worked within the two years before becoming homeless. About one in five, 19 percent, were actively employed in the very same quarter they became homeless.

The average annual earnings for this group were just under $9,970, only about 16 percent of LA’s median income. UCLA economist Till von Wachter, who worked on the research, put it plainly: “There’s often an assumption that people experiencing homelessness are not working.” Most of these are stories about one bad month, a car repair, a medical bill, a rent hike, not a story about not trying.

One Emergency Away, Every Single Month

In a city where median rent can eat more than half of a full-time minimum wage income, there is almost no financial cushion left over for anything unexpected. A transmission repair. A missed shift because a child got sick. A landlord raising rent by $200 a month. Any one of these can be the difference between staying housed and sleeping in a car parked a few blocks from the job someone still shows up to every single day.

This is the quiet, exhausting math that so many working but homeless Angelenos do constantly: working full shifts, then driving to find a safe place to park, then waking up early enough to look presentable for the next shift, all while trying to save enough to get back into an apartment.

What Actually Moves People Back Into Housing

The research found something encouraging buried in the hard numbers: employment rates tend to increase after people connect with homeless services, especially for those who were recently employed before losing housing. That means outreach programs that combine job support with housing search, rather than treating them as two separate problems, are working.

No parent to call. No childhood bedroom to go back to. Just a bag of belongings and a system that has run out of time for them.

Aging Out of Foster Care Means the Safety Net Disappears Overnight

Every year, roughly 700 to 800 young people age out of the Los Angeles County foster care system. Aging out of foster care sounds like a small bureaucratic phrase, but for the young person living it, it is the day the safety net disappears. Read more in Navigating the Housing and Foster Care Systems in Los Angeles County from RAND Corporation, a study that followed LA foster youth as they transitioned into adulthood and found something striking: these young adults moved an average of 15 times over the course of the study while trying to find stable housing, and only about half had secured their own long-term housing by the end of the study period.

Fifteen moves in a year is not a housing plan. It is survival. Couches, cars, shelters, motel rooms paid for with a last paycheck, back to a couch again. Researchers at RAND and the USC Homelessness Policy Research Institute warned that a large share of these young people will face another housing crisis the moment their current assistance runs out, because most support programs cut off around age 21, sometimes as late as 24, right when many are still building the job history and credit they need to rent an apartment on their own.

The Age Cliff No One Talks About

Case workers call it “the cliff.” One day a young person has a case manager, a monthly check, maybe a room in transitional housing. The next day, on their birthday, all of it can end at once. There is no gradual ramp down into independence the way most young people get it, with parents still paying for a phone plan or letting them move back home if a job falls through.

For foster youth, there usually is no home to move back into. Los Angeles County has expanded some Transition Age Youth (TAY) programs, and Mayor Karen Bass’s office recently partnered with the Mayor’s Fund for Los Angeles specifically to catch foster youth before they fall into homelessness, recognizing that prevention is far cheaper and far more humane than trying to rehouse someone after they have already spent months on the street. But the gap between how many young people need that support and how many slots exist is still wide.

The single most effective thing that keeps a former foster youth from becoming homeless is not more paperwork. It is one consistent adult who stays in their life past their 18th birthday. Programs that pair aging-out youth with a dedicated navigator, someone who helps them fill out a rental application, co-signs a lease, or simply answers the phone at 11pm, cut homelessness rates dramatically compared to youth who exit the system with no connection at all.

What Actually Helps a Young Person Land on Their Feet

The Numbers Behind an Invisible Crisis

A study from United Way of Greater Los Angeles found that adults aged 55 and older make up close to a quarter of everyone experiencing homelessness in LA County, around 15,000 people, and they are the single fastest growing group. The racial gap inside this senior homelessness crisis is stark. Black residents make up about 39 percent of older adults experiencing homelessness in LA County, despite being only 8 percent of the county’s total population. That is not a coincidence. It reflects decades of unequal access to homeownership, pensions, and generational wealth finally catching up with people in the years they can least afford it.

Why Growing Old on the Street Is Different

A 25 year old sleeping in a car can often bounce back with one good job or one friend’s spare room. A 70 year old cannot always do that. Chronic health conditions get worse fast without stable shelter. Cognitive decline can make it harder to navigate paperwork-heavy housing programs. And there is a specific kind of shame that comes with becoming homeless late in life, after decades of being the one who was independent, maybe even the one who helped others.

Case workers and advocates who work with this age group describe a common pattern: guilt and embarrassment keep many seniors from asking for help until they are already in crisis, because there is an unspoken expectation that by a certain age, people should have everything figured out.

A Crisis That Advocates Say Is Solvable

Here is the part that should give every reader hope instead of despair. When “At Least You Have a Couch” Isn’t Enough

Right now, in an apartment somewhere in Los Angeles, a mom is folding a blanket off the couch before her sister’s kids wake up for school. She has a roof over her head tonight. She is also homeless, and almost nobody counts her that way.

This is the part of the homelessness story that never makes the headlines. It does not show up in a tent on the sidewalk. It shows up on a couch, an air mattress, or a floor in a relative’s living room. Researchers now have a name for it: the hidden homelessness crisis, and it is far bigger than most people realize.

The Hidden Homelessness Crisis by the Numbers

When people picture homelessness, they picture a tent, a shopping cart, or a person sleeping on a sidewalk. That picture is real, but it is only part of the story. A much larger group of people lost their own home and are now staying with someone else, night after night, with no lease, no privacy, and no idea when it will end. Researchers call this being “doubled up,” and it is the biggest piece of the hidden homelessness crisis, because it hides in plain sight. A family sleeping on a relative’s couch does not look homeless to a neighbor or a teacher. Ask them where their own front door is, though, and they cannot tell you.

A researcher at the University of Rhode Island who studies this exact problem found that doubled-up homelessness is typically four to six times larger than what the federal government’s official homeless count captures each year, because that count mostly looks for people in shelters or out on the street.

Los Angeles schools have a front row seat to this problem, because kids cannot hide it from a teacher who notices they wear the same clothes three days in a row or fall asleep at their desk. Student homelessness in LA County jumped nearly 30 percent in a single school year, the sharpest rise in five years.

In the Norwalk-La Mirada school district, roughly one out of every three students, about 4,700 kids out of 15,600, was identified as experiencing homelessness. Most of them were not sleeping outside. They were doubled up with family or friends, one more body in an already full apartment. None of those children show up in a Point-in-Time count. They show up in a classroom, quietly falling behind, while the system meant to help homeless families never learns their names.

Some people hear “at least they have somewhere to sleep” and assume the problem is solved. It is not. A couch is not a lease. Families living doubled up can be asked to leave with no notice, because they have no legal right to stay. And because these families are not in a shelter or on the street, they often do not qualify for the very homeless assistance programs built to help them. That is the cruelty hiding inside the hidden homelessness crisis: the safety net is built to find people who are visibly unhoused, and it mostly misses the people who are one relative’s patience away from actually being on the street.

You do not need a title or a budget to make a difference here. The most powerful thing an ordinary person can do is help a hidden family get seen by the systems built to help them.

She Clocks Out, Then Drives Home to a Parking Lot

She works five days a week at a job that pays enough to cover the car payment but not enough to cover first, last, and a deposit on an apartment. So every night after her shift, she drives to the same quiet street, reclines the driver’s seat, and calls that her home. She is not who most people picture when they hear the word homeless. She has a job, a work badge, and a car that runs. She is also, by every definition that matters, living in the car.

This is one of the fastest-growing and least talked about faces of homelessness in Los Angeles, and it rarely looks the way people expect.

Living in the Car Is Not Rare, and It Is Not Always Who You Think

When cities in California started cracking down harder on people living in cars and RVs, the story that got told was about encampments and enforcement. What got left out was who is actually inside those vehicles. Researchers studying vehicular homelessness in Los Angeles County have found it is not a fringe issue. It affects working adults, students, and entire families, many of whom kept their jobs the entire time they were living in the car.

Los Angeles has responded to rising numbers of people living in cars and RVs mostly with enforcement. San Jose towed 78 vehicles clearing a single encampment. San Francisco now restricts how long a lived-in vehicle can stay parked in one place. A state bill moving through Sacramento would make it easier for Los Angeles and Alameda counties to junk long-abandoned RVs. Advocates warn that towing a person’s vehicle without offering a real housing alternative does not solve homelessness, it just removes the last stable thing a family had left. One Night, One Count, One Very Big Blind Spot

Once a year, volunteers walk the streets of Los Angeles before sunrise, counting every person they can see sleeping outside. That single night becomes THE number, the one that decides how much money the city and county get to fight homelessness for the next twelve months. There’s just one problem. A huge share of the people this count is supposed to find are never seen at all.

This is not a small clerical error. It is a structural blind spot in the government’s homeless count, and it shapes who gets help and who gets left out.

How Far Off the Government’s Homeless Count Really Is

The government’s homeless count, officially called the Point-in-Time count, relies on volunteers walking assigned routes for a few hours one night a year, marking down anyone they see sleeping outside, in a tent, or in a vehicle. It is one of the only tools the country has for measuring homelessness, but researchers who study it closely say it misses a lot more than most people realize.

A RAND Corporation researcher who studies homelessness in Los Angeles found that the count missed roughly one third of the actual homeless population across LA in the most recent count, and in Skid Row specifically, it missed 39 percent of the people actually living there. Volunteers can spot a tent easily. They have a much harder time spotting someone wrapped in a dark blanket tucked into a bush for safety, or telling an occupied vehicle apart from one that is simply parked for the night.

Here is a detail that shows exactly how the blind spot works. Encampment cleanups have cut visible tents in Los Angeles nearly in half since 2021. That sounds like real progress, until you look at where those people actually went. Researchers found that for roughly every four tents removed from a street, about three of those same people showed up again as rough sleepers hidden from view or as vehicle dwellers, both categories the count is far worse at capturing than a tent pitched in plain sight. The stakes are not abstract. The Los Angeles City Council itself called for a formal review of the 2026 count after one census tract reported unhoused people jumping from fewer than 20 people to 277 in a single year, a number even the council’s own leadership called impossible to believe. Funding, staffing, and shelter beds all get allocated based on numbers like these. When the count is wrong, the help goes to the wrong places.

She raised her hand in third period like every other kid. Turned in her homework. Laughed at lunch. Nobody in that classroom knew she had slept in three different places that week, a cousin’s apartment, the family car, and one night on a church floor. She showed up anyway, because school was the one part of her day that still felt normal.

This is the reality behind Los Angeles’s student homelessness crisis, and it is bigger, and closer, than most parents and teachers ever realize.

How Big LA’s Student Homelessness Crisis Really Is

Federal law has a name for what that student is going through. Under the McKinney-Vento Act, a student counts as homeless not just if they are living in a shelter or on the street, but if they are sharing housing with another family due to loss of housing, living in a motel, or staying somewhere not meant for regular sleeping. That definition matters, because it captures kids who would otherwise be invisible to the system meant to help them.

And the numbers in Los Angeles are not small. Student homelessness across LA County rose nearly 30 percent in a single school year, the sharpest increase in five years. In LAUSD alone, more than 17,000 students were identified as experiencing homelessness in the 2023-24 school year, a jump of 26 percent from the year before, and more than 50 percent higher than just two years earlier. Nearly 70 percent of homeless students were chronically absent, missing so much school that catching up becomes its own crisis on top of the housing one.

The student homelessness crisis rarely looks the way people expect. Most of these kids are not sleeping outside. They are doubled up with relatives, moving between motels, or riding it out in a parked car after a parent lost a lease. They show up to class in the same uniform, they do their homework at a kitchen table that belongs to someone else, and they rarely tell anyone, because kids that age already know what it means to be treated differently. Nobody on that street would call this house homeless. Everyone inside it knows better.

Why LA’s Invisible Housing Crisis Never Shows Up in the Official Count

Every year, volunteers fan out across Los Angeles for one night to count how many people are homeless. It is called the Point in Time count, and it is the number that decides how much funding the city and county get to fight homelessness. But that count only looks for people in shelters or out on the street. It was never built to find the family packed into a relative’s spare bedroom.

The city’s own 2026 homeless count admitted as much. The official report states plainly that the count “doesn’t include people who are couch surfing or living doubled up with others, people staying in motels on their own dime, or those inside hospitals and jails.” That single sentence is the whole story of the invisible housing crisis. The people living it are not missing by accident. She Knew Leaving Meant the Street. So She Stayed.

The Bag She Packed and Never Used

She had a bag packed under the bed for six months before she ever touched it again. Every time she thought about leaving, one question stopped her: leave to where? A shelter with no open bed, a car with two kids in the back seat, or a street that felt more dangerous than the home she already knew.

This is the choice sitting underneath a number most people never hear. Domestic violence and homelessness are not two separate crises in Los Angeles. For thousands of women, they are the same crisis wearing two names.

The Real Link Between Domestic Violence and Homelessness in Los Angeles

When people talk about why someone becomes homeless, they usually think about rent, job loss, or eviction. Those causes are real. But in Los Angeles County, a huge share of unhoused women point to a different reason entirely: they left, or tried to leave, someone who was hurting them.

A 2023 Urban Institute survey found that 44 percent of unhoused women in LA County named domestic violence as the main reason they lost their housing. Statewide, one in five unhoused women say they fled their home specifically to escape a violent partner. That is not a side effect of homelessness. For a huge number of women, it is the cause of it. The connection runs both directions, too. A woman without money, a car, or a place to go is far more likely to stay with an abuser longer than she wants to, simply because leaving means trading one danger for another kind of danger, the danger of having nowhere safe to sleep.

Here is the part that should make every Angeleno angry: even when a survivor finally decides to leave, the help she needs often is not there. Los Angeles City Councilmember Katy Yaroslavsky has said that only about 10 percent of domestic violence survivors who seek shelter in LA are actually able to get a bed. Nine out of ten women who work up the courage to call for help are told there is no room.

The math has only gotten worse. In the 2026 Greater Los Angeles Homeless Count, nearly 5,700 people experiencing homelessness said domestic or intimate partner violence contributed to their situation, a 43 percent jump from the year before and more than double the number from 2020. At the same time, funding for the shelters built to catch these survivors has been getting cut, not increased. One local shelter serving women and children lost its federal grant and was left with a funding shortfall of more than $300,000, even while it was still caring for a dozen women and 25 children who had nowhere else to go.

Part of why this keeps happening is that Los Angeles runs two separate systems, one for domestic violence services and one for general homeless services, and they were never built to work together. A survivor often has to explain her situation over and over to different agencies, filling out paperwork about her trauma while she is still living out of a car or a hotel room paid for by a voucher that runs out in six weeks. When Homelessness Is Invisible

When most people picture homelessness in Los Angeles they picture someone sleeping under a freeway overpass. That image, while real, represents only a fraction of the people who have no stable place to call home.

The vast majority of people experiencing homelessness are invisible. They are sleeping on a cousin’s couch. They are crammed into a one bedroom apartment with three other families. They are living out of a car parked behind a grocery store, moving it every 72 hours to avoid a citation. They are the woman who stays with an abusive partner because the alternative is the street. They are the teenager who ages out of foster care with nowhere to go and no one to call.

These are the hidden homeless. And because they are hidden, they are not counted, not served, and not helped.

Why Nobody Is Counting Them

The Point-in-Time count is the annual census used to measure homelessness across America. It captures people sleeping outside or in shelters on a single night in January. It was never designed to find the hidden homeless.

Women disproportionately disappear into unsafe or overcrowded situations specifically to avoid being counted. Families double up quietly, hoping the situation is temporary, not knowing they have already crossed a line. Children show up to school without addresses, flagged by teachers who know something is wrong but have no system to respond.

According to a UCLA and USC study surveying over 300 unhoused people in LA County, in a single 30 day period, 16% experienced physical violence and 7.5% experienced sexual violence. Compare that to the general population, where physical violence affects about 3% of people in an entire year.

Most of it never gets reported. Because the hidden homeless are not in the system. They are not in the count. And because nobody is counting them, nobody is helping them.

Who Is Most at Risk

Hidden homelessness does not hit everyone equally.

Women are disproportionately represented in hidden homelessness specifically because they find ways to stay invisible. Staying in dangerous relationships. Couch surfing through networks of friends and family. Doing whatever it takes to avoid the street because the street is even more dangerous for them.

Children without stable addresses face a hidden crisis too. They show up to school every day. Teachers notice something is wrong. But without an address, the system has no way to respond.

And people leaving incarceration face one of the highest risks of hidden homelessness. They are released with nowhere to go, no rental history, and a record that most landlords will reject immediately. The couch becomes the first stop before the street becomes the last.

What You Can Do Right Now

The first step is the simplest one. See people.

When someone tells you they are staying with family or crashing with a friend, ask how long that has been going on. Sometimes the most important thing you can do is simply notice, and let someone know they don’t have to figure it out alone. “They weren’t strangers. They were family.”

There’s a moment in the late 1980s when John Edwards walked into a shelter called New Image, years before Church of Greater Works even had a name. He wasn’t there to preach. He was there with clothes in his hands and a car outside, ready to drive someone to church, to help someone get off drugs, to help someone find their way toward a trucking career and a life that felt like their own again. He wasn’t building an organization yet. He was just showing up.

That’s where this story starts, not with a building, not with a 501(c)(3), but with one man who believed something simple: the homeless men filling those shelters weren’t strangers. They were family. He’d later describe it as a word from God, and it became the conviction that would define everything Church of Greater Works became.

For years, this work was funded entirely out of pocket, by Pastor Edwards and his mother, drawing on her retirement income to keep people housed and fed. Between 1999 and 2010, what became Church of Greater Works was operating two properties at once, a seven-bedroom home on Trinity Street housing 26 people, and an annex on 121st Street housing another 18. Veterans lived there. Men rebuilding their lives after addiction lived there. AB 109 reentry clients lived there too, their parole officers stopping by regularly to check in, because Church of Greater Works had become a place the system itself trusted.

One of the men who came through New Image in those early years, Tremon McZeal, later received a service award from Los Angeles County. He went on to do the same work himself, out in the field, connecting other homeless residents to the help he once needed. That’s the kind of ripple this organization has been creating for four decades, not in headlines, but in lives.

Along the way, Church of Greater Works partnered with LA Mission, Union Rescue Mission, and the Long Beach Mission, a partnership that continues today through regular beach outings for homeless individuals, simple, human moments of joy for people whose lives rarely include them. The church was even approved for a HealthRIGHT 360 contract to formally fund its housing work, one of several times this organization was found qualified and awarded real opportunities that, for reasons outside their control, never came through with actual funding. They kept going anyway.

Today, that same belief still drives the work. Church of Greater Works continues its rehabilitation housing program, still rooted in the idea that reentry doesn’t succeed through housing alone, it succeeds when people are reconnected to the relationships that give their lives meaning and accountability. Four decades in, the mission hasn’t changed. Only the scale of what’s needed has grown.

Los Angeles is one of the biggest cities in the world. It is also one of the loneliest.

In 2026 nearly 134,000 young people between the ages of 16 and 24 in LA County are neither working nor in school. Families are being pushed out of neighborhoods they built. People who need help do not know where to find it. And the news outlets that were supposed to keep communities informed have been quietly disappearing.

At least one fifth of the United States, 70 million people, now live in a community without a local newspaper or in a community at risk of losing theirs. When a local paper closes, community members experience increased loneliness, disconnection, and diminished local pride.

LA Connexion was built because somebody had to fill that gap. Not with a corporate newsroom. Not with outside voices parachuting in to tell our stories. With the community itself.

The old model of community journalism meant newspapers. Physical papers passed out at community centers, churches, laundromats, and corner stores. That model served its time well. It kept neighborhoods informed. It gave communities a voice.
